Le ministre de l’Urbanisme et Habitat interpellé a été invité à l’Assemblée nationale pour répondre aux questions en rapport avec les pluies meurtrières d’avril à Kinshasa et au Congo Central. Crispin Mbadu a répondu à la question orale avec débats du député Émile Sumalili.
Il a notamment annoncé :
- La cartographie des zones à risque.
- Le moratoire sur les lotissements non viabilisés.
- Des projets pilotes de drainage à Kinshasa.
- Le dégagement des cours d’eau obstrués.
- La création de cellules d’urbanisme communales.
- Une campagne nationale de sensibilisation.
Les logements sociaux n’ont pas été à l’ordre du jour. Le ministre parle plutôt de logements à prix abordables, inspirés des modèles angolais, ivoirien et égyptien.
La gestion des catastrophes ?
« C’est au VPM de l’Intérieur, dit-il. L’Urbanisme n’est là qu’en appui technique ».
Au micro de Barick Buema de Top Congo FM, l’élu de Shabunda s’est dit convaincu de ces réponses, mais il a formulé quelques recommandations…
